Low Carbon Development and Poverty

Category: Papers

Poverty demographics are changing with the poor no longer located in low-income countries, but increasingly in middle-income countries. Climate change poses significant challenges to policy in these countries as the majority pursue carbon-intensive development paths and will need to mitigate emissions to move towards low-carbon development paths. However, mitigation actions are not necessarily linked with poverty alleviation instruments.  This paper explores the linkages between low-carbon development, mitigation and poverty in middle-income countries. It argues that there is an urgent need to deepen understanding of the opportunities and risks that low-carbon development and mitigation activities raise in terms of fighting poverty.
