GA-LLA is a dynamic five-year programme aimed at supporting the implementation of the Principles for locally-led adaptation (LLA). This programme promotes transformative actions to directly enhance local actors’ capabilities and resilience while building evidence to create a transformative shift in climate finance and policy–ultimately driving greater global ambition for LLA.
The GA-LLA programme commenced in October 2023 and is funded by the Ministry of Foreign Affairs of the Netherlands Government (MoFA) through a €15 million grant. It is a partnership between the International Institute for Environment and Development (IIED) and the consortium below of LLA Partners, spanning across Southern, Eastern, and Western Africa, as well as South and Southeast Asia, Latin America, the Caribbean, and the Pacific. The programme’s approach embodies the LLA Principles, emphasising devolved decision-making, equitable resource allocation, and inclusive governance. By demonstrating practical applications of the LLA Principles, generating robust evidence, and influencing key stakeholders, the programme represents a pivotal shift in climate adaptation approaches, transitioning from endorsement of Principles to practical implementation.
Sustainability and long-term impact are central to the programme’s design. By building on existing networks and partnerships, strengthening grassroots capabilities, and influencing institutional practices, GA-LLA aims to create lasting changes in climate finance flows and decision-making processes.
