Generating Ambition for Locally Led Adaptation (GA-LLA)

GA-LLA is a dynamic five-year programme aimed at supporting the implementation of the Principles for locally-led adaptation (LLA). This programme promotes transformative actions to directly enhance local actors’ capabilities and resilience while building evidence to create a transformative shift in climate finance and policy–ultimately driving greater global ambition for LLA. 

 

The GA-LLA programme commenced in October 2023 and is funded by the Ministry of Foreign Affairs of the Netherlands Government (MoFA) through a €15 million grant. It is a partnership between the International Institute for Environment and Development (IIED) and the consortium below of LLA Partners, spanning across Southern, Eastern, and Western Africa, as well as South and Southeast Asia, Latin America, the Caribbean, and the Pacific. The consortium of LLA Partners consists of:  

 

  • Centro para la autonomía y desarrollo de los pueblos indígenas (CADPI) 
  • CANARI (Caribbean Natural Resources Institute) 
  • ENDA Energie (ENDA) 
  • Huairou Commission (HC) 
  • International Centre for Climate Change and Development (ICCCAD) 
  • International Institute for Environment and Development (IIED) 
  • Slum Dwellers International (SDI) 
  • SouthSouthNorth (SSN) 
  • Save the Children (STC) 
  • World Resources Institute (WRI) 

 

Structured around three pathways to impact–strengthening local actors’ capabilities, building trust through radical partnerships, and implementing accountability processes–the programme will operate through four interrelated workstreams: 

 

  1. Adaptation Actions: Local actors will implement adaptation actions.   
  2. Evidence and Knowledge: Evidence and knowledge will be generated to support scale-up   
  3. Influencing: Key actors in the finance delivery chain will be influenced to increase support for LLA.   
  4. Learning and Capability Strengthening Processes: Learning and capability processes anchored in local realities will be used to underpin decision-making.  

 

The programme’s approach embodies the LLA Principles, emphasising devolved decision-making, equitable resource allocation, and inclusive governance. By demonstrating practical applications of the LLA Principles, generating robust evidence, and influencing key stakeholders, the programme represents a pivotal shift in climate adaptation approaches, transitioning from endorsement of Principles to practical implementation. 

 

Sustainability and long-term impact are central to the programme’s design. By building on existing networks and partnerships, strengthening grassroots capabilities, and influencing institutional practices, GA-LLA aims to create lasting changes in climate finance flows and decision-making processes.
